Single Outcome Agreements

An SOA is the means by which Community Planning Partnerships (CPPs) agree their strategic priorities for their local area. They are expressed as local outcomes that are capable of delivery and promote continuous improvement.  Delivered by the partners, either individually or jointly, these outcomes contribute to the Scottish Government's relevant national outcomes and the national performance framework.  

SOAs are not just about outcomes and performance management for councils. Signing up to an SOA means that partners are corporately committed to the agreed outcomes and will take every opportunity to promote and support the achievement of outcomes.  There should be a  ‘golden thread’ which runs from the SOA through their planning, resourcing and performance management processes demonstrating how they are individually contributing to the outcomes set out in the SOA.
