In 2008 the Scottish Government and the Convention of Scottish Local Authorities published The Early Years Framework, a key piece of policy that recognises that what happens to children in their earliest years reflects the values of our society and is critical to outcomes in adult life. The importance of the early years is supported by a wide range of research and evidence from education, health, justice and economic experts.
Responsibility for encouraging, supporting and nurturing good parents and parenting skills falls both to the early years workforce and to wider society. The expertise and experience of the community and voluntary sector is crucial to this area of the early years agenda and working in partnership is essential.
